If I'm on offense waiting at the side line for a disc to curve back in can a defender step out of bounds and make a play on the disc? Does the defenders last point of contact before touching the disc have to be inbounds?

A defender can go anywhere to play the disc and does not need to take off from in-bounds. If a defender does play the disc out of bounds, the disc is put into play at the closest spot on the field to where the defender first touched it. Note that if the defender catches the disc, that defender MUST put it into play.
A lot of times, you will see defenders NOT play the disc out of bounds, if it is obvious that the disc is not going to get close enough for an offensive player to play it. This is because the disc would be put into play where it initially crossed the line, most likely a long way up the field, so you gain better field position by not touching the disc.
