I saw this happen twice today in two separate games, so I thought I would clarify for everyone. (For the record, I wasn't playing either game, so I couldn't yell at anyone about it.)
The marker stalled down the handler and the handler called a fast count. In both cases, the handler had also thrown an incomplete pass. According to Rule XIV.A.3.b.2, this is a turnover and the disc does NOT go back to the thrower, despite the contested stall count. If the pass had been completed or the handler had NOT thrown the disc, then they would regain/retain possession.
